The general objective of this consultancy was to gather evidence required by the Promotion of Regional Opportunities for Produce through Enterprises and Linkages project (PROPEL) to help make decisions on future directions and partnerships. After a short list of High-Value Market (HVM) buyers was developed. ten categories of buyers were identified to be interviewed, the major ones being middlemen, supermarkets, agro processors, restaurants/eating places and hotels. To make the shortlisted products more competitive, a number of factors were recommended. These included production and marketing-oriented factors as well as processing level factors.
